Have you always been conscious?

A friend of a friend once said he doesn't think he was truly conscious until around the age of 16 - 18. Obviously this seems dubious but it did get me wondering if anyone else has had this feeling? I've heard of people not feeling conscious until they were 3 or 4, but never this old.

If you're like my friend of a friend, what do you mean when you say this?
