Why is there not a "One Korea" policy like China? (or even Somalia) How did NK emerge as a globally recognized sovereign nation despite being the same nation as the belligerent imperialist puppet?

Idk if North Vietnam had the same diplomatic relations. Was South Vietnam considered a seceded sovereign state at the Paris Peace accords?
